    The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks that govern land-use activities and investments in Zambia. The economy of Zambia relies significantly on land and natural resource capital. The Government of Zambia has identified land-use investments as essential to the development of key economic sectors – energy, forestry, mining and agriculture. Land-use investments are increasing in Zambia, led by both foreign and domestic private investors.

    Land rights have become highly contested in Vietnam in recent years. Vietnam‟s land endowment is one of the lowest in the world: each agricultural household holds, on average, less than 0.5 hectare. Access to land is critical to social and economic development in the future. The national priority on “industrialization and modernization” has placed new demands on agricultural and forest land for urban-industrial expansion. The high level of public concern over land tenure and its links to political and social stability have led to widespread calls for revision of the 2003 Land Law.

    In 1982 the population of Thailand was about 48 million and there was increasing pressure on land resources. This paper describes how the Department of Lands designed and implemented a 20 year Land Titling Program (LTP) to grant secure tenure to agricultural landholders. The success of the land-titling program in Thailand has been due to a number of factors. A major factor has been the clear vision for the project, the long-term plan to achieve this vision and the commitment of RTG and the key stakeholders to project implementation.

    A letter from the Prime Minister dated 16 January 2008, and cited in the Constitution Court Ruling No 15/2552, in defense of the Community Forest Bill shows how “community rights” are often seen as contingent upon the responsibility of the communities to take care of the forest. Interestingly, the strategic rights claiming process and discourse associated with the community forest movement are also based on a similar argument of responsibility to protect the forest.

    This case study provides an in-depth examination of the work of the Thailand Northern Land Reform Movement using the framework of Jeff Unsicker’s “Policy Advocacy Circles”. Due to increasing population pressures, the liberalization of land markets, and agribusiness pressures, Thailand has experienced an increase in land ownership inequality and a growing number of landless or nearly landless farmers.

    This article reviews land tenure Systems and land tenure data in Thailand in order to illustrate the importance of such information for policy-making. The article also discusses the status of existing databases and constraints both in the process of collection and the quality of the data, which may limit the value of the information. It draws attention to the various areas of social conflicts that can be traced to the segmented approach to land administration in Thailand.
