This text consists of 6 articles. Article 1 establishes the concept of precinct forests defined as the inland and marine fisheries domain and reserved for fishery productivity. Article 2 subjects the issuing of the land property in the precinct forest to the approval by the Ministry of Agriculture. The conduct of activities such as clearing, chopping, reclaiming or burning is prohibited unless prior authorization of the Ministry of Agriculture has been granted (art. 3).

Land use planning committees shall prepare plans to develop their provinces and municipalities and specify the presence of features of land use planning including environment areas, gardens, public parks, garbage collection, sewer tanks, water pipes, forests, wild animal refuges, lakes, rivers, sea, islands, and land for cultivation. Specified Ministries shall instruct sub-ordinate institutes to carry out a study on land use. Land use planning committees shall assist provincial and municipal governors to prepare plans for the development of the areas under their competence.

This Decree confers the right on the Royal Governmental Delegate to the Phnom Penh Municipality to sign on landownership, land transfer, and building construction in Phnom Penh. This Law provides for the division of movable and immovable property.All movable and immovable property used and administered by the State of Cambodia until the date of this Law shall become the State property, while all movable and immovable property used and administered by the Cambodian People Party shall become the property of the Cambodian People Party. All property jointly used and administered shall be subject to negotiation between the parties for division.
