This Act establishes a procedure for the preparation of a priority list of coastal wetlands restoration projects in Louisiana to provide for the long-term conservation of wetlands and dependent fish and wildlife populations. This priority list will be submitted annually to Congress. The Louisiana Coastal Wetlands Conservation and Restoration Task Force will prepare a restoration plan to identify coastal wetlands restoration projects. The Act specifies the plan's elements, modification, submission to Congress and evaluation for effectiveness.

A Columbia River Gorge Commission, which is a regional agency, shall be established by way of an interstate agreement between the States of Oregon and Washington. The Commission shall prepare a scenic area management plan under section 6. The Commission shall also develop land use designations within 2 years of its establishment. Sections 7 and 8 provide for the administration of the Scenic Area and the special management areas. (18 sections)

There is established a National Contaminated Sediment Task Force. The task force shall review reports on aquatic sediment quality and make recommendations to prevent aquatic sediment contamination and to control sources of such contamination (sect. 502). The Administrator of the Environmental Protection Agency shall conduct a comprehensive national survey of data regarding aquatic sediment quality in the United States (sect. 503). Parts of the Marine Protection, Research, and Sanctuaries Act of 1972 are amended.

The Act applies also to Alaska Native Lands. The Director of Indian Health Service shall conduct an inventory of open dumps. The Director shall also be responsible for a 10-year development plan and annual reports to Congress on Indian solid waste deficiencies, progress made in addressing such deficiencies and funding (sect. 4). An inventory shall also take place on request of an Indian tribal government or Alaska Native Entity (sect. 5).

An Act for the recognition of the United Auburn Indian Community in California, for the restoration of rights of this tribe, and for the economic development of the tribe. Section 204 provides for the transfer of lands for the benefit of the tribe to be held in trust by the Secretary of the Interior. Nothing in this Act shall expand, reduce, or affect in any manner any hunting, fishing, trapping, gathering, or water right of the tribe or its members (sect. 202).

Purpose of the Agreement is to resolve all pending boundary differences between the two countries, and provide for maintaining the Rio Grande and the Colorado River as the international boundary. It provides procedures designed to avoid the loss or gain of territory by either country incident to future changes in the river. The contracting States agree to establish and recognize their maritime boundaries in the Gulf of Mexico and in the Pacific ocean according to the provisions of article V.

This Act established requirements for the management and protection of caves and their resources on Federal lands including indian lands, including allowing the land managing agencies to withhold the location of caves from the public, and requiring permits for any removal or collecting activities in caves on Federal lands. "Cave resource" includes any material or substance occurring naturally in caves on Federal lands, such as animal life, plant life, paleontological deposits, sediments, minerals, speleogens, and speleothems.
