    The 63 sections of the Act are divided into a title provision and 3 Parts: Public Water Supply (I); Jamaica Parishes Water Supply Loans (II); Miscellaneous Provisions (III). Part I is subdivided into the following headings: Construction of Works; Acquisition etc. of Land; Financial; Rates and Charges; Water Supply Accounts; Management; Legal; Offences etc.It shall be lawful for the Parish Council to apply to the Minister responsible for domestic water supplies to authorize construction of waterworks under this Act.

    The Act prescribes that rights over land and water which have been actually enjoyed for a period for not less than 20 years without interruption and which can be lawfully claimed under common law, will be, subject to conditions as established by this Act, be deemed to be "absolute and indefeasible".

    This Act applies to agricultural land and establishes the Dominica Land Management Authority and provides for its powers and functions (sects. 3 and 24). The objectives of the Authority are, inter alia, to develop proper land use in state-owned and privately owned lands, to borrow funds and make loans to farmers, to purchase land to create economic farm units, to provide training for farmers, to assist in promoting the development of agriculture (sect. 4).     These Regulations provide, inter alia, for the register of Crown grants, the sale of Crown lands, agricultural lease, applications, the price of Crown lands, and squatters. A Crown Lands Officer, reponsible for duties assigned by the Administrator in Council or the Crown Surveyor, shall be appointed under regulation 3. The Register of Crown Grants shall be kep at the offices of the Crown Surveyor (reg. 4). Regulation 5 specifies conditions which shall attach to the sale of land by the Crown.

    The Act creates the Development Control Authority (sect. 3). If land is suitable for development, the vendor of that land shall pay a development levy (sect. 4). The commencement of development requires permission from the Authority (sect. 5), and application for permission must be accompanied by maps and plans (sect. 6). The decision of the authority to refuse permission is subject to appeal with the Minister (sect. 11). For the preservation of amenities, the Authority may serve a notice to the owner or occupier of land to abate the injuries done to amenities (sect. 17).

    This Act amends the principal Act with respect to modification of the Adjudication Record (sect. 7), to special powers of the Demarcation Officer (sect. 12) and to appeal against decisions of the Adjudication Officer (sects. 15, 17 and 20). Section 23 concerning the finality of Adjudication Records and subsection 24 concerning appeal in court are repealed and replaced by a new provisions.

    The 28 sections of the Act are divided into 6 Parts: Preliminary and Application (I); Officers (II); Claims and Demarcation (III); Principles of Adjudication and Preparation of Adjudication Record (IV); Objections and Finality (V); Miscellaneous (VI). For the purposes of appeal against adjudication records prepared by the Recording Officer in accordance with principles laid down in sections 16 to 19, a Land Adjudication Tribunal shall be established by the Minister (sect. 4(5)). Claims will be handled in first instance by the Adjudication Officer (sect. 20).

    The Registrar of Titles shall keep a register of strata plans and shall record therein particulars of all strata plans lodged in his office for registration pursuant to the Act (reg. 3). Regulation 4 prescribes the mode of preparation of composition of strata plans. Regulation 15 provides for the registration of transfer of titles, regulation 16 for the registration of a lease, and regulation 17 for the registration of an easement or restricting covenant.

    Section 2 of the By-law prohibits deposit of waste and other refuse, and carcasses in rivers, beaches and the sea. No person shall dump any soil into or remove any stone from any river (sect. 2). Section 3 provides for the collection of garbage rates. Section 4 requires owners or occupiers of land to cut overgrown vegetation upon a notice served by the Village Council. (6 sections)
