    Following South Sudanese independence in 2011, land reform became a major aspect of state building, partly to address historical injustices and partly to avoid future conflicts around land. In the process, land became a trigger for conflicts, sometimes between communities with no histories of “ethnic conflict.” Drawing on cases in two rural areas in Yei River County in South Sudan, this paper shows that contradictions in the existing legal frameworks on land are mainly to blame for those conflicts.

Despite these abundant resources, the agricultural sector continues to be dominated by smallholder production that is characterized by high labor and low capital intensities – but still produces the majority of food in Africa (IFAD & UNEP, 2013).

    This article aims to explore the causes of informal settlements in Ekurhuleni Metropolitan Municipality (EMM). The article strongly challenges the view that the cause of informal settlements in EMM and other parts of South Africa is predominantly the apartheid government and agrees with literature which provides evidence that to a larger extent, the present government, not the apartheid government, is one of the dominant causes of informal settlements.

    The turnaround strategy for the Recapitalisation and Development Programme (RADP) was presented against the backdrop of the Committee’s public hearings on 4 and 5 February 2015 on the implementation of the programme. The evaluation process conducted by the Department of Performance Monitoring and Evaluation (DPME) indicated that even though RADP had made some progress towards achieving its intended objectives, there was room for significant improvement.

    The Department of Land Affairs introduced the Provision of Land and Assistance Amendment Bill and explained that this Bill was intended as an administrative piece of legislation to supplement the provisions of the principal Act. Currently, in terms of that Act, the Department was authorised to acquire land, but was not authorised to acquire the immovable property essential to the proper use of that land – such as irrigation schemes, plant and equipment, farming implements or livestock. Without having those powers, the Department could not fulfil its functions properly.
