Forests and pastoralism are in a state of crisis in the Borana lowlands in southern Ethiopia. State management has failed to control forest exploitation and past and present development interventions continue to undermine pastoral production systems. In this paper the authors aim to show how a fundamental misunderstanding of pastoral land management, and in particular pastoral tenure systems, has undermined traditional institutions and the environment for which they were once responsible.

Foreign investment in agriculture and extractive industries is increasing pressures on land and natural resources. This handbook is about how to use law to make foreign investment work for sustainable development. By 2050, two-thirds of people worldwide will live in urban areas. Many city dwellers in the global South live in informal settlements, without access to basic services. The global Sustainable Development Goals seek to redress this inequity with an overarching aim to ‘leave no one behind’. This paper examines what organised low-income community networks are already doing to ensure no one is ‘left behind’ in urban development.

Training volunteers to help their communities defend their land rights has proved an effective approach for promoting land justice in Tanzania. This report documents how Hakiardhi, a Dar-es-Salaam based research institute working on land governance issues, has established and trained a 600-strong network of male and female ‘Land Rights Monitors’ (LRMs) operating in 300 villages on various aspects of the land law, so they can help people and local governments to exercise and ensure respect for their legal rights in land disputes.

Planning for climate resilience growth is increasingly important for the natural resource dependent economy of Tanzania. Central government does not have the knowledge, reach, skills or resources needed to plan for the range of livelihoods within Tanzania; but local governments, if granted the authority and resources, could plan with communities in the flexible, timely and appropriate manner that climate variability demands.

This paper presents several case studies to show how the Ujamaa Community Resource Team (UCRT) has been working within Tanzania’s legal and policy framework to support a diverse range of pastoralists, agro-pastoralists and hunter-gatherers, all of whom face fundamental threats from external appropriation of, or encroachment on, lands and natural resources. The work also responds to local needs to rationalise resource use rights amongst competing local groups, such as farmers and livestock keepers.
