    The purpose of this assignment was to establish whether there is appetite to hold a public debate on how to realise better land‐based investments in Tanzania. It also aimed at identifying what would be the discussion issues and most appropriate mechanism to allow different actors from different levels to articulate their perspectives on land‐based investments in Tanzania. This has been triggered by the sensitivity surrounding the topic.

    In Ghana 70 per cent of the population are smallholder farmers who depend on the land for their basic needs. Growing competition for this resource is having significant impacts on rural livelihoods and governance as land changes hands. This study highlights the key drivers of pressure on rural land and their communities, such as population growth, urbanisation and acquisition of land by new actors, including government and business.

    This Study discusses the human rights issues raised by large-scale land deals for plantation agriculture (‘land grabbing’) in low and middle-income countries. Firstly, the Study takes stock of available data on large land deals, their features and their driving forces. It finds that ‘land grabbing’ is a serious issue requiring urgent attention. Secondly, the Study conceptualises the link between land deals and human rights, reviews relevant international human rights law and discusses evidence on actual and potential human rights impacts.
