The Environment Policy is grounded in ADB's Poverty Reduction Strategy and the Long-Term Strategic Framework (LTSF) 2001-2015. The Poverty Reduction Strategy recognizes that environmental sustainability is a prerequisite for pro-poor economic growth and efforts to reduce poverty. Environmental sustainability is also one of the three crosscutting themes of the LTSF. The environment policy reinforces and complements the environmental issues and concerns addressed in ADB's sector and crosscutting policies.

State management has failed to control forest exploitation and past and present development interventions continue to undermine pastoral production systems. In this paper the authors aim to show how a fundamental misunderstanding of pastoral land management, and in particular pastoral tenure systems, has undermined traditional institutions and the environment for which they were once responsible.

This paper addresses the amelioration of the impact of AIDS on land tenure and livelihoods. The author argues that, in Lesotho, land policy development should be informed by the status of community support and welfare for those infected and affected by HIV/AIDS. He offers three main policy recommendations as follows: Land administrators should be fully informed about the epidemic and various legislations that govern the rights of the affected households. This will help to ensure uniform implementation of measures to support affected households.
