    In recognition of the problem of land tenure security and its effect on sustainable development, a study on Land tenure systems and sustainable development in Southern Africa was included in the ECA-SA work program. A draft publication on the findings of the study has been prepared. The publication addresses two core land tenure topics: (1) Land tenure security, and (2) Land rights of women and other groups.

    The protection and management of environment are among the pillars of Vision 2020. The objective of the Government is that by 2020, it will have built a nation in which pressure on natural resources, particularly on land, water, biomass and biodiversity, has significantly been reduced and the process of environmental pollution and degradation has been reversed; a nation in which the management and protection of these resources and environment are more rational and well regulated in order to preserve and bequeath to future generations the basic wealth necessary for sustainable development.

    This shadow report, produced by NEWA and EWLA, offers a critique of the Ethiopian government's CEDAW report by looking at three broad areas: economic and socio-cultural status of women, equality in marriage and family relations and violence against women. The report acknowledges the considerable efforts made by the Ethiopian government to address its CEDAW obligations, but cites weak enforcement, poor policy guidelines and a lack of institutional commitment as ongoing problems.

    Women do 70 per cent of the agricultural work in Senegal, but according to the Food and Agriculture Organization of the United Nations (FAO), own only two percent of the land that may be cultivated. Although property laws in countries such as Senegal, Tunisia and Burkina Faso recognise women' s and men's equal rights, and Islam gives women the right to inherit half what men inherit, in practice men retain land ownership. Women are dependent on fathers or husbands for land.

    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

    Land reform in Southern Africa is currently at an impasse. This paper analyses the constraints to sustainable land reform and identifies ways and means of moving things forward. In addition, appendices to the document include country by country reviews of the status of land reform in each country, and a matrix providing an overview of current land issues in the region.The document finds that whilst some progress has been achieved with tenure reform in Botswana, Malawi and Mozambique, many challenges remain across the region, particularly for Zimbabwe, South Africa and Namibia.

    Gives a brief overview on how the gender debate featured in the process of land reform in Tanzania and asks why socio-economic arguments have to be used by advocates of gender equitable land rights. Focuses on the Uluguru mountains and shows that the need for registration is rather a consequence of its possibility and not of deficiencies of tenure security within the customary system, and that informal access to land can be experienced as more secure than formal registration. Further argues that demand to use land as collateral is low and risk-awareness especially among women high.
