    This report presents the results of a mixed-methods study on the role of customary land documentation in strengthening Women’s Economic Empowerment (WEE). The overarching purpose was to help fill critical knowledge gaps on if and how strengthening women’s land rights via formalized customary land documentation affects their empowerment and economic growth, with a specific focus on women’s access to credit and other financial services, land investments and income opportunities.

Movements addressing women’s empowerment, poverty, social justice, food security and climate change are all increasingly turning to land rights to strengthen their cause. In 2022, renowned philanthropist MacKenzie Scott joined these efforts by making an unprecedented $20 million investment in our work. Ms. Scott’s generous gift represents a profound endorsement of the power of land rights to improve the lives of women, men, and communities around the world.

    During the reporting period, the consolidation of authoritarian rule in Azerbaijan continued. Snap parliamentary elections in February 2020 did not meet international standards for free and fair competition. However, some notorious high-ranking state officials were fired, and corrupt local level administrators detained on corruption charges. These developments, in addition to the appointment of some young professionals to ministerial posts, raised hopes for a possible opening of the country to real reforms and changes.

    This country gender assessment (CGA) for the Republic of Azerbaijan was undertaken as part of FAO and national commitments to promote gender equality while integrating a gender perspective into its operations. The resulting CGA report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in Azerbaijan.

    Gender, tenure and customary practices in forest landscapes

    This report is based on 10 research projects carried out in 18 sites in seven countries: Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam. The studies formed the basis of ten informational briefs from the research sites published together with the report (available here: https://www.recoftc.org/publications/0000432). Each study documented the legal frameworks and customary practices that affect indigenous women’s rights to access and manage forest resources and create restrictions on those rights.

    The crucial event in the reporting period was undoubtedly Armenia’s war with Azerbaijan. On September 27, 2020 Azerbaijan started its war on Nagorno-Karabakh, a long-disputed region called Artsakh in Armenia, which lasted for 44 days. It ended on November 10, 2020, when Russia facilitated a cease-fire, apparently just after the Azerbaijani forces had captured most of the territories occupied by Armenia in the previous war in the early 1990s, plus a major chunk of Nagorno-Karabakh proper.

    This report highlights the situation of women in the South-West and Hauts-Bassins of Burkina Faso: from land management to women's access to land, to the management of their income. The report illustrates major challenges and highlights possible solutions. It also provides an overview of the situation for young people and migrants. The paper also contains a base of recommendations aimed at boosting women's secure access in the two (2) regions identified.

    Mozambique is a State Party to the Convention on the Elimination of All Forms of Discrimination Against Women, the African Charter on Human and Peoples’ Rights, and the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa. Over the last two decades, the government of Mozambique has developed legal and policy frameworks to align its legislation with core human rights instruments, promote gender equality, and foster women’s land rights. Mozambique has gained considerable international recognition for these important efforts.

    The case study explores the intersect between customary tenure systems and gender roles in two villages in Phongsali district in the north of Laos. The country has a diverse population of ethnic communities who depend on forests and other natural resources for their livelihoods. These communities play an important role for conserving complex landscapes. However, their traditional land tenure practices are insufficiently documented and therefore poorly understood, and even more so the gender relations in customary systems.
