This 2016 Africa Human Development Report on gender equality follows the 2012 Africa Human Development Report, which looked at the importance of assuring food security for all Africans. Both reports share a common objective of addressing what might be considered two unfinished agenda items on Africa’s development trajectory.

The humanitarian crisis in the Lake Chad Basin (LCB) is among the most severe in the world, with more than 10 million people in urgent need of life-saving assistance and protection. As the crisis enters its ninth year, attacks by non-state armed groups remain frequent, and the violent conflict continues to fuel large-scale human suffering, including massive violations of human rights, especially for women and girls, who are often victims of abuse and sexual violence. Conflict associated with land has increased substantially following the return of peace to the Acholi Region with the return of internally displaced people (IDP), population growth, and increases in the value of land. The area is heavily dependent on agriculture and conflict related to land access seriously threatens to undermine development and the social, political and economic stability of the Acholi Region. This study involved community members, key informants, and statutory and traditional leaders in three sub counties in each of the seven Acholi districts.
Land and land-based natural resources are the foundation of livelihoods for millions of people and are related to social, cultural and spiritual identity. This is particularly the case for drylands people, who, due to low and variable rainfall and water availability, have developed adaptive strategies in response to seasonal, climatic and environmental change. Gender role norms play an important role in these dynamics, where men and women often undertake different livelihood activities to manage difficult ecological conditions.
