    Since the late 1990s, river basin planning has become a central idea in water resources management and a mainstream approach supported by international donors through their water programs globally. This article presents river basin planning as a function of power and contested arena of power struggles, where state actors create, sustain, and reproduce their bureaucratic power through the overall shaping of (imagined) bureaucratic territory.

    Fragility has become the reality in several countries of the Middle East and North Africa. Armed conflict and forced displacement are taking an enormous toll on human lives, with the region accounting for about 60 percent of the estimated global total of battle-related casualties since the turn of the millennium. Conflicts and fragility have also had negative economic impacts, with countries directly affected by conflict such as Syria and Yemen losing as much as half of their pre-war GDP.

    Accessibility to clean and sufficient water resources for agriculture is key in feeding the steadily increasing world population in a sustainable manner. Nature-Based Solutions (NBS) offer a promising contribution to enhance availability and quality of water for productive purposes and human consumption, while simultaneously striving to preserve the integrity and intrinsic value of the ecosystems. Implementing successful NBS for water management, however, is not an easy task since many ecosystems are already severely degraded, and exploited beyond their regenerative capacity.

    As water becomes scarcer in many countries, governments increasingly have to deal with the considerable challenges of water management. Sound information on water vailability and use is key to shaping water policies that aim to provide equitable and sustainable use of increasingly scarce water resources. Accurate information on agricultural water withdrawal is particularly important to planners and decision-makers involved in water management, as agriculture represents the largest water us er in many countries, representing about 70 percent of total withdrawal worldwide.
