In fulfillment of his manifesto promise to the people of Malen Chiefdom, Pujehun district and in consonance with the new direction government's determination to tend to the needs and aspirations of its people generally and to promote foreign direct investment, in a peaceful just and inclusive society, His Excellency the president ,Retired Bragadier Dr. Julius Maada Bio, commissioned a mediation committee, headed by no less a person, than the Honourable Vice President Dr. Mohamed Juldeh Jalloh, on the recurrent land dispute in Malen Chiefdom Pujehun district.
This Scoping Mission Report, aimed at identifying the key land policy and land tenure reform issues and processes facing Sierra Leone, is based on extensive consultations with a wide range of stakeholders and review of available literature, undertaken in July 2009. It was commissioned by the Recovery for Development Unit of the UNDP in collaboration with the Ministry of Lands, Country Planning and the Environment. It will serve the purpose of enhancing public dialogue and programme development on land reform, and to also guide the coordination of initiatives and resource mobilization.
In many countries, unidentified private individuals and legal entities obtain significant economic benefits from land. This lack of transparency can make it harder for affected communities and governments to hold them accountable for land use decision-making and any sort of violation they commit. It can also leave investors open to risk if they do not know who is truly behind a company they are doing business with.
