Ordinance to enable the Commissioners for executing the Office of Lord High Admiral in the United Kingdom, the Secretary of State for War and the Secretary of State for Air severally to acquire Land in the Colony of Sierra Leone for the purposes of Defence.

Since the onset of the phenomenon of large scale land acquisition for agri-business in Sierra Leone, after the first whistle was blown by Green Scenery, many studies have been conducted by various researchers, some to meet requirements for degree thesis, others for policy and development purposes. There is the fear in a school of thought opposed to large scale land acquisition that there is danger in corporate entities ascribing huge portions of land to themselves in the guise of investment and annihilating the actual land owners.

The land grabbing issue has produced a plethora of debates ranging from ethical conduct of land grabbing agents, specifically concerning displacement, to evidence for and against positive externalities such as technological spill-overs and construction of infrastructure. An underexplored topic is the valuation of agricultural land and the compensatory payments made to land users, distinct from land owners, for the loss of their source of food security.

Recently, scholars have increasingly pointed to a gendered lacuna in this literature. Engagement with gender tends to focus on potential differential impacts for men and women, and it also flags the need for more detailed empirical research of specific land deals.

Much has been written on land deals, their impact and challenges of contestation in the Global South. Multiple studies show that communities are high-spirited as long as they oppose the actual conversion of their land. My findings illustrate, however, how companies, local authorities, communities, civil society and the government mitigate conflicts, re-shape resource governance, and negotiate terms of development in operating plantations and local-global dynamics thereof.

In sub-Saharan Africa, commercial bioenergy production has been hailed as a new form of ‘green capitalism’ that will deliver ‘win-win’ outcomes and ‘pro poor’ development. Yet in an era of global economic recession and soaring food prices, biofuel ‘sustainability’ has been at the centre of controversy. This paper focuses on the case of post-war Sierra Leone, a country that has over the last decade been consistently ranked as one of the poorest in the world, facing food insecurity, high unemployment and entrenched poverty.
