    Focusing on water resources and irrigation, this paper documents a talk by Michael Lipton exploring approaches to poverty alleviation in developing Asia. The talk discusses the findings of a recent paper ‘Pro-poor intervention strategies in irrigated agriculture in Asia: poverty in irrigated agriculture - realities, issues, and options with guidelines’. It looks at a number of topical issues such as irrigation in relation to access and global poverty, irrigation corruption, and sustainability.

    There is an increasing global demand for oil palm, but its production provokes societal debate on the environmental and social aspects that surround it, particularly in southeast Asia. This study, at the request of request of the Dutch Ministry of Agriculture, Nature and Food Quality (LNV), ISRIC-World Soil Information, Alterra and Plant Research International, assessed the biophysical land suitability for the production of oil palm in Kalimantan, Indonesia.

    This report provides an overview of the issues, root causes, and driving forces behind the crimes related to illegal logging. The report includes a comprehensive review of existing initiatives to address the challenges of illegal logging in Southeast Asia. The results are derived mainly from a literature review of various publications, websites, and project documents, but also from personal communication through interviews with people working on the issues of illegal logging in the region.

    Possession of vast lands is a major representation of wealth in the Philippines - a privilege enjoyed largely by the ruling class since the colonial era. This ownership of huge tracts of land has resulted in numerous political, social, and economic inequalities. This edition of Development Research News addresses these disparities. The authors argue that the cause of failed land reform policies lies in the authorities having ignored the evasion tactics of landowners. These tactics have enabled them to avoid the redistribution of their lands to small farmers.

    Secure land rights are important for development and poverty reduction and the greatest challenges for providing such rights are in urban, peri-urban areas, and the most productive rural areas. This publication updates and revises UN-HABITAT’s 2004 publication ‘Urban Land for All’, and stresses the need for policies that facilitate access to land for all sections of their existing and future populations – particularly those on low or irregular incomes.

    This paper summarises a study undertaken by the Indonesian Forest Climate Alliance (IFCA) to support Indonesian stakeholders to participate in global negotiations. The authors note that the objective of reducing emissions from deforestation and forest degradation (REDD) payment distribution mechanisms is to support policies and measures that reduce deforestation and degradation through transfer of revenues from international REDD funds or carbon markets to national levels.
