Land administration and cadastral systems are playing a crucial global role in safeguarding the security of access to land and natural resources. Information technology systems have become basic elements of these systems everywhere. Introduction of automation to land administration has improved systems’ efficiency, standardisation and accessibility, which in turn have contributed to responsible land governance. Developing country land administrations are, however, often inefficient and poorly structured.

This document presents the BEFS Analytical Framework (AF) developed to test this argument. Agriculture lies at the heart of the BEFS AF and allows governments to consider viable pro-poor strategies for bioenergy development.
Environment and Natural Resources Management Working Paper 45. Reducing “Energy Poverty” is increasingly acknowledged as the “Missing Development Goal”. This is because access to electricity and modern energy sources is a basic requirement to achieve and sustain decent and sustainable living standards. It is essential for lighting, heating and cooking, as well as for education, modern health treatment and productive activities, hence food security and rural development.
This paper examines some of the key technical, institutional, policy and financial responses required to achieve climate-smart agriculture which sustainably increases productivity, resilience (adaptation), reduces/removes Greenhouse Gases (mitigation), and enhances achievement of national food security and development goals. Building on case studies from the field, the paper outlines a range of practices, approaches and tools aimed at increasing the resilience and productivity of agricultural production systems, while also reducing and removing emissions.
The National Medium-Term Priority Framework (NMTPF) 2011-2015 builds on the experience acquired with NMTPF 20006-2010, which dealt with FAO assistance in a comprehensive way. Its overall goal is to pursue the development of sustainable agriculture, fisheries and forestry as a contribution to the eradication of extreme poverty and hunger, improving the living standards of all Cambodians, especially the poorest, most food insecure, most vulnerable, in an economically, socially and environmentally sustainable manner.
