    As part of the efforts to find sustainable solutions to complex land tenure issues, multi-stakeholder platforms (MSPs) create an inclusive forum where actors can discuss problems and propose solutions to improve governance of tenure and provide better access to natural resources. This publication highlights how MSPs at regional, national and local level demonstrate forward thinking, including innovative practices and approaches to respond to the above mentioned social challenges, for the benefit of all.

    Land, fisheries, forests and other natural resources provide a basis for livelihoods and social, cultural and religious practices. However, most people in rural areas in developing countries do not have any form of documentation to protect their land and natural resources rights, which puts their livelihoods and consequently their food and nutrition security are at risk. Secure tenure rights promote responsible investment in agriculture that could increase productivity and enhance food security and nutrition.

    This FAO Legal Paper is the overall synopsis of a series of legal assessment reports that evaluate the laws and policies in the land, forestry and fisheries sectors in Sierra Leone and make recommendations to align them with the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), which were endorsed by the Committee on World Food Security in May 2012.

    This FAO Legal Paper looks at and evaluates the present laws and policies relating to sustainable small-scale fisheries in the fisheries and aquaculture legislation in operation in Sierra Leone and makes recommendations to align them with the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT).     This paper represents part of an area of work on land tenure in post-conflict situations. An earlier LSP paper explored post-conflict land tenure in the context of sustainable livelihoods (LSP Working Paper 18: Unruh, J. (2004). “Post-conflict land tenure: using a sustainable livelihoods approach”.) The work is complemented by the FAO Land Tenure Studies 8 “Access to rural land and land administration after violent conflicts”.
