The current solutions to delivering land administration services have very limited global outreach; 75 percent of the world's population do not have access to formal systems to register and safeguard their land rights. The majority of these are the poor and the most vulnerable in society and without any level of security of tenure they constantly live in threat of eviction.

In the Latin American and Caribbean region (LAC), millions of families live under a constant threat of being evicted from the land and homes on which they live. The urbanization process across the region builds on an essentially unequal basis. As cities and urban populations grow, competing interest and demand for land also grows, be it for housing and food production, as well as for a variety for a variety of economic activities that depend on land.
This report on Brazil forms part of a study of law and land tenure in four Latin American countries. The study also includes a much broader regional overview covering land tenure throughout Latin America. A number of common and broad themes emerge from these studies, applicable in different degrees within the specific country contexts. A great deal of legislative reform has taken place in the region, and laws and policies are generally regarded as progressive.
This paper addresses the serious problems involving land regulation in Brazil and stresses the urgentneed to solve the country's agrarian issues. The historical background of landholding and land propertyregulation in Brazil is analyzed in parallel with the overall institutional framework of land regulation. In addition, it interprets the connection between regulation of land use in Brazil and the various social,economic and environmental impacts. After discussion of recent land policies, a new sustainable andparticipative proposal for municipal land governance is outlined.
This report synthesizes and discusses the findings of a series of self-assessments of the land governance1 situation in Brazil conducted entirely by knowledgeable Brazilians using a standardized indicator-based diagnostic assessment instrument. The findings, therefore, represent the perception of local experts based on their collective experience and available data. The primary audience of this report comprises federal and state officials directly involved in land governance within the assessed states and in the other states.
