These Rules amend the Land Registration Rules 1925 so as to change certain procedural requirements with respect to powers of delegation and provisions regarding the use of the land register.
This Decree shall be applicable to mortgage of immovable property and land based credit. It contains the form of mortgage contract concluded with peasant farms and establishes the modalities of access to land base credit. Immovable property subject of granting of credit shall include land plots, plots of subsoil, separate waterbodies, forests and perennial plantations. This Decree shall be applicable to individual entrepreneurs (natural persons), economic entities and legal persons irrespectively of the form of ownership.
The Environment Policy is grounded in ADB's Poverty Reduction Strategy and the Long-Term Strategic Framework (LTSF) 2001-2015. The Poverty Reduction Strategy recognizes that environmental sustainability is a prerequisite for pro-poor economic growth and efforts to reduce poverty. Environmental sustainability is also one of the three crosscutting themes of the LTSF. The environment policy reinforces and complements the environmental issues and concerns addressed in ADB's sector and crosscutting policies.
This strategy is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning.
This document is about rural development in Africa. It is a preliminary statement of lessons learned from more than 20 years of natural resource–based development in rural Africa and it presents principles and action steps that can serve as a guide to investment there. While the fate of Africa’s natural resources cannot be separated from the broader context of economic and development challenges, neither can Africa’s economic and development future be separated from the management of its natural resources.
This paper was presented at the Regional Workshops on Land Policy Issues (2002) and complements three other regional studies to feed a research report on access to land and governance with respect to land supported by the World Bank and a number of donors to review the characteristics, accessibility, costs and sustainability of different land titling and registration options in a range of countries. Specifically, this paper sets out key experience in Asia.
