This analysis and recommendations stem from USAID/Kenya’s request for an assessment of Kenya’s draft National Land Policy (dNLP).4 It was conducted under the global task order: Property Rights and Resource Governance Program, a mechanism designed and supervised by USAID-EGAT’s Land Resources Management Team under the Office of Natural Resources Management.
Coming two years after a political transition from post-war authoritarianism, this Shadow Report to the United Nations Committee on Economic Social and Cultural Rights is framed in the backdrop of two concurrent processes of ‘transformation’ currently underway in Sri Lanka. The first is the process of constitutional reform initiated by the Government that was elected on the platform of restoring democratic, inclusive and accountable governance.
Development projects conceived now are rarely expected to have a life of more than five years, perhaps ten years at most. Looking back over more than twenty years of project experience in community forestry - itself grounded on an integrated development project of a similar time span - is thus a rare opportunity. The project has sought to promote social change in favor of the poor and disadvantaged, and it was recognized both by those involved in the project and by independent evaluators that this is not rapidly achieved
Community forestry – as promoted by RECOFTC – provides an effective and cross-cutting solution that is aligned with the SDGs. This includes SDG goal 5 to achieve gender equality and empower all women and girls. RECOFTC has long understood that the long-term viability of community forest management is dependent on the inclusion of women. RECOFTC works to ensure that policies and programs of forestry stakeholders mainstream gender dimensions so that they are not at risk of creating or exacerbating inequalities, and ignoring women’s contribution to livelihoods.
This bulletin draws on country-level experience to share civil society perspectives on the challenges, opportunities, and possible approaches for pro-poor REDD. As governments begin to formulate their national REDD programs, questions are emerging about the role of local people in design and implementation, and the socio-economic implications for the rural poor. Over 200 participants including 134 international delegates from 20 countries convened on 8–9 August 2011 in Bangkok, Thailand, for two days of deliberations on the potential of community forestry to address some of the biggest challenges we face today. Be it persistent rural poverty, climate change, governance, deforestation, or rights of indigenous and local people, there were questions raised and solutions offered in several packed sessions ending in a Vision 2020 exercise and a Call for Action at the close of the Forum.
The Rights-based Approach (RBA) allows local communities, or others who are marginalized, excluded or discriminated (the rights holders), to exercise their rights; and for institutions, organizations or other agencies (the duty bearers) to provide support towards equitable and inclusive development programmes that benefit them. RBA interventions can address inequities and disparities evident in these communities. In the context of the management of forested landscapes, RBA emphasizes the rights of local communities for fair benefits, access to resources, secure tenure and gender equity.
This presentation highlights the key outcomes for Phase I and II and looks ahead towards the objectives and expected outcomes of Phase III of the Norad supported Grassroots Capacity Building for REDD+ in Asia project.
This training manual has thus been developed to enhance the knowledge and skills in gender mainstreaming, including gender analysis and the integration of the findings from the analysis into the design of forestry interventions. This manual is particularly relevant for forestry-related interventions and practices that seek to promote participation and reduce the inequality that exists between forestdependent women and men, especially among marginalized people living in rural areas.
