    The Contracting States, in the belief that objectives set out in the Preamble would be better achieved by amending the 1968 Algiers Convention on the Conservation of Nature and Natural Resources by expanding elements related to sustainable development, have agreed on measures to enhance environmental protection, to foster the conservation and sustainable use of natural resources; and to harmonize and coordinate policies in these fields with a view to achieving ecologically rational, economically sound and socially acceptable development policies and programs for the Convention area.

    Since 2009, Oxfam and others have been raising the alarm about a great global land rush. Millions of hectares of land have been acquired by investors to meet rising demand for food and biofuels, or for speculation. This often happens at the expense of those who need the land most and are best placed to protect it: farmers, pastoralists, forest-dependent people, fisherfolk, and indigenous peoples.

    Livestock intensification in developing countries, especially in Africa and Asia, may increase the incidence of epidemics that kill both humans and animals, the International Livestock Research Institute (ILRI) warns. Livestock numbers are rising sharply due to population growth and the rise in affluence, as both factors lead to increased demand for milk, meat and eggs.

    Desertification is nowhere more serious than in the Middle East and North Africa (MENA), stretching from Pakistan in the east to Morocco in the west, and from Ethiopia and Sudan in the south to Turkey in the north. Yet, many MENA countries have successfully rehabilitated large areas. Concerted efforts can indeed stop and even reverse desertification, though their long-term success will depend on how well they manage their limited water resources.

    Large-scale land acquisitions have increased in scale and pace due to changes in commodity markets, agricultural investment strategies, land prices, and a range of other policy and market forces. The areas most affected are the global “commons” – lands that local people traditionally use collectively — including much of the world’s forests, wetlands, and rangelands. In some cases land acquisition occurs with environmental objectives in sight – including the setting aside of land as protected areas for biodiversity conservation.

    This case study focuses on the capacity of local communities to monitor biodiversity and resources in Madagascar, Nicaragua, Philippines and Tanzania. It makes a controlled comparison between local community monitoring and trained scientists’ monitoring and conclude that local and indigenous communities generate similar and equally good outputs as the trained scientists, and are much more cost efficient. The cases suggest that it is fully possible to build a cheap and effective MRV system based on community monitoring of Non-Carbon Benefits
