A fact sheet on the involvement of the GIZ in Cambodia's social land concessions program. Since 2007, the Royal Government of Cambodia has implemented the “Land Allocation for Social and Economic Development” (LASED) program with technical support from GIZ and financial support from the World Bank. In rural areas, many households are landless and often lose their land as a result of economic and social hardship.

Capacity development at all levels (e. g. academic, administrative, community, private investors) is identified to be essential for good and transparent governance in the sector.

Land is a scarce resource increasingly affected by the competition of mutually exclusive uses. Fertile land in rural areas becomes scarcer due to population growth, pollution, erosion and desertification, effects of climate change, urbanization etc. On the remaining land, local, national and international users with different socioeconomic status and power compete to achieve food security, economic growth, energy supply, nature conversation and other objectives. Land use planning can help to find a balance among these competing and sometimes contradictory uses.

Whereas in the Caucasus region privatization and first property registration were the main challenges, in the former Republic of Yugoslavia, essential objectives were the return of collectivized, confiscated property through restitution or (re)distribution, as well as the updating and harmonization of traditional land registry and cadaster systems and their conversion to modern systems.

Secure land tenure and property rights enable people in urban and rural areas to invest in improved homes and livelihoods. Although many countries have completely restructured their legal and regulatory framework related to land and they have tried to harmonize modern statutory law with customary ones, millions of people around the world still have insecure land tenure and property rights.

In 1998 GIZ (former GTZ) published the “Guiding Principles on Land Tenure in Development Cooperation” in the form of a handbook. The publication enjoyed a warm reception and quickly became a source book among land experts and practitioners in Germany and abroad.
Since then the relevance, sensibility and complexity of land policy and land tenure issues have even increased, among other reasons, due to a new wave of strengthened interest in land and agriculture as an investment opportunity, a situation often referred to as “land grabbing”.
