    This Order declares the local government district of North Down and the remaining part of the local government district of Ards to be compulsory registration areas under the Land Registration (Northern Ireland) Act 1970. The local government district of North Down and the whole of each of the wards listed in the Schedule will become compulsory registration areas upon the commencement of this Order on 1st May 2000. The type of property transaction which triggers a compulsory registration within those areas is defined by entry 2 of Schedule 2 to the aforesaid Act.

    These Rules prescribe the procedure to be followed in proceedings before the Registrar appointed under the Land Registration Act, 1925. Part I imports the Overriding Objective contained in Rule 1.1 of the Civil Procedure Rules 1998 and requires the Registrar, with the assistance of the parties, to seek to give effect to that objective throughout the proceedings.Part II deals with all cases where the Registrar has decided to conduct a hearing. Rule 3 requires him to notify the parties of his intention and to provide guidance relating to evidence and procedure.

    These Rules provide for applications to the Registrar under the Commonhold and Leasehold Reform Act 2002, the form of the documentation which must accompany any application and the circumstances in which an application may be cancelled by the Registrar. Schedule 1 to these rules contains the various forms prescribed by them. Schedule 2 prescribes the wording of the restrictions prescribed by the rules.

    These Regulations, made under Part 1 of the Commonhold and Leasehold Reform Act 2002, make provision in England and Wales for land to be registered as a freehold estate in commonhold land. Part I of these Regulations contains general provisions. Part II contains provisions about the registration of a freehold estate in land as a freehold estate in commonhold land.

    These Regulations make provision for implementing Chapter 1 of Part 1 of the Act (waste sent to landfills) including the landfill allowances scheme under that Part. Part 2 includes provisions on the allocation, banking, borrowing and transfer of landfill allowances. After the Secretary of State has made an allocation of landfill allowances under section 4 of the Act, the monitoring authority is required under regulation 5 to assign reference numbers to those allowances and to allocate them to the landfill allowance accounts of waste disposal authorities.

    These Rules amend the Land Registration Rules 2003 (the principal rules) with respect to registration of relevant lease clauses. "Relevant lease" means: (a) a prescribed clauses lease as defined in rule 58A(4), or (b) any other lease which complies with the requirements as to form and content set out in rule 58A(1) and which either is required to be completed by registration under section 27(2)(b) of the Act or is the subject of an application for first registration of the title to it.

    These Rules amend the Land Registration Rules 2003. Rule 1 provides for citation and commencement and rule 2 for interpretation. Rule 3 makes a consequential amendment to rule 91(1) of the principal rules, arising from rule 4. Rule 4 adds a new rule, rule 91A to the principal rules. This allows a number of standard forms of restriction to refer to dispositions of a specified part of the registered estate. It also allows changes in other standard. Rules 5 and 8 amend rules 92(2) and 198(2)(d) of the principal rules respectively. Other changes concern standard forms and registration.

Part 2 makes provision about the indices to be kept under the Act. Part 3 makes provisions about applications to the registrar and objections to them; Part 4 deals with applications for first registration of land. Part 5 of the Rules makes provisions about cautions against first registration. Part 6 makes further provisions about applications to the registrar, dispositions of registered land, and the making of miscellaneous entries in the register.

    These Regulations specify the manner in which a registration authority must amend the registers which it maintains pursuant to the Commons Registration Act 1965, when it receives an order under section 17 of the Commons Act 2006. Where an application for is deregistration of land as common land or as a town or village green, and registration of other land in replacement is granted, section 17(1) and (2) of the 2006 Act requires the Welsh Ministers to make an order directing the commons registration authority to amend its register of common land or town or village greens accordingly.
