It also aimed at identifying what would be the discussion issues and most appropriate mechanism to allow different actors from different levels to articulate their perspectives on land‐based investments in Tanzania. This has been triggered by the sensitivity surrounding the topic.

    The economies of many countries such as the Gulf and Southern African States are to a considerable extent sustained by financial flows from extraction of mineral resources and fossil fuels. The discovery of such fortunes, in sufficiently viable quantities, can be a significant national blessing for effectively addressing development challenges. However, experience in other countries has shown that financial resources obtainable from mineral and fossil fuel extraction – the Extractive Industry, have not always assisted economic and social development.

    In early 2008 the government of Tanzania through the Ministry of Lands, Housing and Human Settlements Development –MLHHSD, initiated a project to develop a new city at Kigamboni area in Temeke district of Dar es Salaam region. The reasons behind the decision were many but the most important factor was that the move would provide solutions to mitigate the urbanization problems of Dar es Salaam and its environs.

    Contemporary waves of large scale land acquisitions for commercial production in developing countries in Africa and other parts of the world have been branded as ‘land grabs’ by many scholars, media and activists. Some scholars have describe this phenomena as the “new scramble for Africa” (Moyo and Yeros, 2011). However, others have refuted such a description on the grounds that the current land deals are being negotiated by sovereign African states in the exercise of powers that they have under national laws (Odhiambo, 2011).

    Experiences and insights from working to secure hunter-gatherer and pastoralist land rights in Northern Tanzania

    In this publication two pioneering grassroots organisations from northern Tanzania examine and present their experiences and insights from their long-term work to secure the land rights of hunter-gatherer and pastoral communities. The case studies were presented at a one-day learning event held on 5th October 2012, when Pastoral Women’s Council (PWC) and Ujamaa Community Resource Team (UCRT) joined together to share and reflect on their work to secure land rights, to learn from each other, and to identify ways to build on their achievements moving forward.
