   Article 1 of the above-mentioned Law establishes that water and soil associations are public bodies based on the law of the Reich or Land with the following tasks: 1) to create, modify and keep in orderly state waters and their banks, to regulate the discharge of waters and to ensure their elimination as appropriate; 2) to create, modify, keep in good state, run, exploit and as appropriate to eliminate navigation plants, dams, floodgates, hydropower stations and watersheds; 3) to drain, to irrigate, to lay dry and to protect land from flooding, 4) to eliminate, recycle and clean waste water

   The present Law lays down provisions relating to a general regional land use planning, a charcoal planning and restructuring planning. Such activities shall be carried out with a view to attain a sustainable development and, in particular, to restrain their impact on the environment. Article 14 of the Ordinance establishes the Charcoal Committee of the Land Brandenburg whose headquarters shall be in Cottbus. Its main function shall be to render acceptable to public opinion the exploitation of charcoal.

In order to keep the waters as indicated in article 3 of the Brandenburg Water Law, the present Law establishes water and soil associations as listed in article 1.    The present Ordinance lays down provisions relating to the planning of land and soil belonging to the Land Brandenburg. Such land shall be preferably regulated by leases and building rights. In particular, special consideration shall be given to principles and aims of land use planning. Furthermore, the Ordinance shall promote local and regional development, conserve forest areas, waters areas, protect nature, improve agricultural infrastructures, secure agricultural development, and forestry infrastructures.
