    Indigenous resource tenure systems in Africa have evolved to meet the constraints and opportunities of often difficult biophysical environments, while facilitating the operation of complex spatial and temporal land use patterns. Traditional systems provide security of tenure in culturally relevant ways that permit adaptation to new circumstances. On the other hand imposed tenure structures in Africa have often not strengthened individual rights and have often blocked indigenous tenure development and adaptation in response to new situations.

    The objective of this technical paper is to shed insights on ways of reversing the spiraling decline of the land and the economy in rural Rwanda, with focus on the forces behind productivity decline in the Rwandan agricultural sector. The results are based on collaborative research between the Rwandan Ministry of Agriculture and Michigan State University.Among the key findings are that Rwandan farmers need to sustain and intensify their farming by pro-tecting the soil against erosion.

    This paper presents new evidence on the association between gender and poverty based on an empirical analysis of 11 data sets from 10 developing countries. The paper computes income- and expenditure-based poverty measures and investigates their sensitivity to the use of per capita and per adult equivalent units. It also tests for differences in poverty incidence between individuals in male- and female-headed households using stochastic dominance analysis.

    This paper introduces a modeling method which simulates a village's response to population and market pressure. The method combines a linear programming model with a biophysical model of soil condition and plant growth. The linear programming model simulates farmers' plans aggregated at the village level, and the biophysical model predicts yields and land degradation for different land use and cropping patterns. The method has been calibrated for two villages located in a semi-arid and a sub-humid savanna region in Burkina Faso in West Africa.
