    The Regulations contain rules for the election procedure of the Soil Conservation District Advisory Committee, provided for in section 15 of the principal Act. The Committee shall consist of a representative of the Soil Conservation Authority and representatives of Government departments or public authorities and persons appointed as representing grazing, agricultural and other relevant interests in the District. The persons appointed as representing special interests shall be appointed after elections, regulated by the present Regulations.

    The objective of the Regulations (22 sections, 8 Schedules) is to set out procedures for registration and endorsement of registration of Surveyors (reg. 3). They include detailed rules concerning training and registration of Surveyors - course, training agreement, prescribed qualifications, examinations, cadastral law assignment and registration of Surveyors. The Schedules contain forms for various applications, prescribed qualifications and certificates.

    These Regulations provide for: (a) the form in which applications made under subsection 61[2] of the Act are to be made, and (b) the servicing of documents in relation with legal proceedings. An application under subsection 61[2] is an application for the determination of native title made to the Registrar of the National Native Title Tribunal. They are amended by giving new rules for the exemption of fees for the granting of applications and the inspection of Registers. Regulation 17 which provides for the calculation of fees is replaced by a new regulation.

    These Rules prescribe the general practice applicable to all proceedings to be commenced in the Land and Environment Court. They are divided into 18 Parts. Part 2 concerns the administration. In particular, it deals with the following matters: seal of the court, sittings of the court, vacation, registry, judges and assessors. Part 3 makes provision regarding the registrar, assistant registrar and officers. The documentation is to be kept or issued by the Registrar, which shall also retain custody of all documents filed in any proceedings, according to the provisions of Parts 3 and 4.

    These Regulations implement the Crown Lands Act by further making provision for leases of crown lands and licences for activities to be carried on such lands. Provisions of Part 2 define which lands are available for leases, regulate commencement, execution, and surrender of leases and payment for improvements on land. Various provisions of Part 3 are concerned with licences for grazing of livestock, occupation licences and licences for miscellaneous nature. "Occupation licence" means a licence under section 90 of the Act.

    These Regulations, consisting of 11 sections completed by one Schedule, prescribe forms for purposes of Real Property Act. Furthermore provision is made for the sale of real property pursuant to a statutory charge and the attestation of execution of instruments by individuals. The Schedule contains a table of forms including forms relative to variation of priority, grant of easement, transfer of land, grant of right of way, lease, sub-lease, caveat compulsory acquisition, application to amend survey, sale pursuant statutory charge.

Section 61 concerns applications to the Federal Court for native title and compensation.
