    Given the recent trend of granting vast areas of African land to foreign investors, the urgency of placing real ownership in the hands of the people living and making their livelihood upon lands held according to custom cannot be overstated. This study provides guidance on how best to recognize and protect the land rights of the rural poor. Protecting and enforcing the land rights of rural Africans may be best done by passing laws that elevate existing customary land rights up into nations' formal legal frameworks thereby making customary land rights equal to documented land claims.

    In this issue, we will be looking at work underway on the Voluntary Guidelines on responsible governance of tenure of land and other natural resources. We will also look at work done in Thailand and lessons learned by the German-financed Bioenergy and Food Security project.

    Recent years have witnessed a renewed interest in agricultural investment. In many cases, this new momentum has translated into large-scale acquisitions of farmland in lower- and middle-income countries. Partly as a result of sustained media attention, these acquisitions have triggered lively if polarised debates about “land grabbing”. Less attention has been paid, however, to alternative ways of structuring agricultural investments that do not involve large-scale land acquisitions.

The opinions expressed in this evaluation are those of the participants at the consultation meeting and do not necessarily reflect those of FAO.

    The 2003 reform of the European Union Common Agricultural Policy (CAP) introduced Single Farm Payments (SFPs) which are decoupled payments conditional on cross-compliance, and allows these payments to be claimed for land kept fully idle but maintained in good agricultural and environmental conditions (GAEC). This paper focuses on the potential impact of the reform on land idling decisions in France with the help of a survey of the intentions of landowners.

    The state of Mato Grosso in Brasil faces environmental challenges since agricultural developments threaten biodiversity and other environmental values. The mission of the state university of Mato Grosso (UNEMAT) is to contribute to the knowledge needed for the sustainable development of the state. However, there is a need for academic capacity building. Collaboration with Wageningen University intends to improve the quality of the education and science especially concerning landscape ecological research.
