   The Contracting States, in the belief that objectives set out in the Preamble would be better achieved by amending the 1968 Algiers Convention on the Conservation of Nature and Natural Resources by expanding elements related to sustainable development, have agreed on measures to enhance environmental protection, to foster the conservation and sustainable use of natural resources; and to harmonize and coordinate policies in these fields with a view to achieving ecologically rational, economically sound and socially acceptable development policies and programs for the Convention area.

   The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) - currently ratified by 187 countries - is the only human rights treaty that deals specifically with rural women (Art. 14).    The NGO Namati, along with partner IDLO, has just issued a new report entitled “Protecting Community Lands and Resources.” Over the past decade there has been a strong shift in land tenure work away from projects that provide for individualized titling of lands and towards the recognition of customary tenure systems and the formalization of rights held by communities. Countries adopt various approaches to formalization but often pass laws that are, on their face, designed to help protect communities against illegal or coercive dispossession and loss of rights by documenting rights.

   On April 18-20, the Focus on Land in Africa website (www.wri.org/property-rights-africa) was launched at the World Bank Land Conference in Washington DC. The occasion proved to be a unique opportunity to make the site known to a broad audience of land tenure specialists and elicit their feedback on it.

   In a groundbreaking symposium on women's access to land in Africa, with mostly researchers and institutional officials as attendees, the Huairou Commission delegation provided a unique community-based perspective. The Huairou Commission delegation of 12 grassroots women leaders from Ghana, Uganda, Tanzania, Kenya, and South Africa participated in two important panels, "Promoting Security of Tenure and Land Rights for Women in Urban Areas" and "Grassroots Women's Practices on Land Access and Control".

   A Special Product (SP) is an agricultural product “out of the WTO” in that they are not subject to tariff reductions, i. e. Countries can keep the right to maintain protective tariffs on certain agricultural products that are essential for food security, rural development, and farmers’ livelihoods. The G33 proposal is for 10% of developing country products to be exempt from tariff reductions, with an additional 10% of product lines to have limited tariff reductions. This would be somewhere in the range of 300 products. The US counter-proposal is for a mere 5 products!

    The World Trade Organization (WTO) hailed the recent Hong Kong Sixth Ministerial Meeting last December 2005 as a positive movement towards the conclusion of the Doha Development Round. The round was supposedly geared towards ensuring that trade contributes to the development objectives of least developed and developing countries.
