   La presente Ley tiene por objeto el fomento, desarrollo y protección integrales del sector agrario. Para la ejecución de la política agraria (cap. IV), mediante el artículo 23, se crea el Instituto Nacional de Desarrollo Agrario (INDA), como entidad de derecho público, con ámbito nacional, personalidad jurídica y patrimonio propio, adscrito al Ministerio de Agricultura y Ganadería. El INDA substituye en sus funciones al Instituto Ecuatoriano de Reforma Agraria (IERAC).

   El comisariado ejidal es el órgano encargado de la ejecución de los acuerdos de la asamblea, así como de la representación y gestión administrativa del ejido (art. 32). Como órgano de participación de la comunidad podrá constituirse en cada ejido una junta de pobladores, integrada por los ejidatarios y avecindados del núcleo de población, la que podrá hacer propuestas sobre cuestiones relacionadas con el poblado, sus servicios públicos y los trabajos comunitarios del asentamiento humano (art. 41).

   This Act is composed of 35 articles divided into eight Chapters. It aims at establishing the terms under which the creation, exercise, modification, transfer and termination of the right of land use and benefit operates. It regulates ownership of the land and public domain, the right of use and benefit of land, powers and responsibilities of the concerned public bodies.
