    This research report examines three questions that are central to IFPRI research: How do property-rights institutions affect efficiency and equity? How are resources allocated within households? Why does this matter from a policy perspective? As part of a larger multicountry study on property rights to land and trees, this study focuses on the evolution from customary land tenure with communal ownership toward individualized rights, and how this shift affects women and men differently.This study’s key contribution is its multilevel econometric analysis of efficiency and equity issues.

    The mandate of the Kenya Government in its objective to achieve sustainable development is to reduce poverty by half by 2015 and transform the country into a newly industrailized nation by the year 2020. This paper reviews the cadastral systems that have been formulated and implemented in Kenya ; the different concepts and techniques used in the preparation of cadastral survey plans and maps; and the impact of the cadastre as a source of spatial data in support of land administration processes.

    This paper argues that the focus in the community based natural resource management (CBNRM) literature on the devolution and decentralisation of state authority and responsibility over natural resources to communities does not pay sufficient attention to the role of the state in creating and maintaining a coherent institutional environment.

    The study is reported in two Working Papers. Working Paper 17 reports the findings of the HIM exercise. This paper contains the policies, legislation and organizations relevant for understanding of the HIM for the Olifants river basin. It also includes the historical development of the institutional framework in the basin, as this history has left a profound imprint on the South African society at large and is still dictating, in many cases, the interactions between the different organizations.

    ... Karenni people celebrated three kinds of pole festivals in a year. The first one is called Tya-Ee-Lu-Boe-Plya. During this festival, the people went to their paddy fields, vegetable farms, picked the premature fruits and brought it to the Ee-Lu-pole. They put the premature fruits on altar, thank god and then pray for good fruits and good harvest. The second one called Tya-Ee-Lu-Phu-Seh. In this festival they pray god to bless the teenagers with good conducts, and good healths. The third one is Tya-Ee-Lu-Du. The festival concerned to everyone.

    Report of a Conference at the University of Manchester. Summarises papers by Phil Woodhouse on ‘African Enclosures – the Default Mode of Development’ and Camilla Toulmin on ‘Identifying a Research Agenda for the Reform of Land Tenure’ and the discussions on them. Argued that we cannot assume that poverty reduction or equity will emerge from vesting power over land with local communities and their leaders. Conflicts over resources will be exacerbated by decentralisation. Conflicts between indigenous and outsider communities are now widespread.
