   This Ministerial Decree regulates purchase and sale of agricultural land, organization of auction sale thereof, and the modalities of calculation of rent for lease of public agricultural land. Purchase and sale of the plots of agricultural land shall be carried out by the owners. In case of purchase and sale by the third parties they must be in possession of notarized letter of authorization. Agricultural land contaminated by chemicals and radioactive substances to the degree exceeding the established contamination levels shall not be subject to sale.

   This Ministerial Decree validates the Regulation on transfer in lease and management of pastures and the form of contract for transfer of the plots of pasture areas. It classifies pastures as: (a) pastures for transhumance; (b) pastures for intensive management; (c) pastures located between transhumance areas and fixed pasture areas; and (d) pastures of the inhabited areas. All pasture areas shall be mapped and shall have boundaries designated afield.

   These Regulations, for purposes of section 4 of the Africans on Private Estates Act, prescribe forms for: the register of resident Africans; the document certifying registration; and the register of Africans entering an estate under special agreements. The Regulations also specify particulars that shall be included in the registers.

   These Rules concern procedures of the Africans on Private Estates Tribunal as established under section 18 of the Africans on Private Estates Act.    This Decree, consisting of 53 articles divided into eight Parts, regulates State Land Lease or Concession. It determines the principles, procedures, and measures regarding granting of state land for lease or concession with the aim to ensure the uniform management and use throughout the country, to boost the development of state land, to turn land into capital, to promote the investment for cash crop production and for services, and to build income for the state budget.

   The present Regulations are mande under the Provincial Lands Act, 2016. In particular, the Regulations provide for use and ownership of agricultural land in the Province of Saskatchewan.    These Regulations, made in terms of section 45 of the Communal Land Reform Act, provide with respect to a wide variety of matters concerning communal land and communal land rights. Part I deals with (application for) customary land rights. It specifies the maximum size of land that may be held under customary land right and specifies particulars pertaining to allocation of customary land right.
