The Proclamation is divided into 7 Chapters: Introduction (I); Urban Lands (II); Urban Houses (III); Rent (IV); Cooperative Societies of Urban Dwellers (V); Powers and Duties of the Ministry (VI); General Provisions (VII). The Proclamation vests all urban lands in the Government (sect. 3).
The Proclamation is divided into 6 Chapters: Introduction (1); Public Ownership of Rural Lands (2); Establishment of Associations for the Implementation of the Proclamation (3); Powers and Functions of the Minister of Land Reform and Administration (4); Communal and Nomadic Lands (5); General Provisions (6).The Proclamation declares all rural lands to be the collective property of the Ethiopian people and abolishes private ownership of rural land (sect. 3). Peasant Associations are in charge of the redistribution, cultivation, administration etc. of rural lands.
The Act provides for the protection of farmers whose titles to land are found to be defective. Titles to land for the purpose of farming acquired after the commencement of this Act shall be deemed extinguished if the land is not used for farming for a period of eight years (sect. 1). Where a farmer has, in good faith, acquired any land by customary law or otherwise in a prescribed area for purposes of farming in the period between 1940 and 1962, such title shall be validated notwithstanding any defect in the title (sects. 2-1). Le Code pastoral définit les règles générales devant régir la pratique de l'élevage traditionnel en République de Guinée. Le Code pose les principes juridiques relatifs à l'organisation de l'exploitation des ressources naturelles à des fins d'élevage, à la garantie des droits d'usage pastoraux, aux règlements des différends entre éleveurs et agriculteurs.
La présente ordonnance fixe les principes qui gouvernent l'utilisation des terres, de l'eau et des forêts dans les zones rurales. Par mesure de principe, l'ordonnance prévoit que les droits qui s'exercent sur les ressources naturelles bénéficient d'une égale protection, qu'ils résultent de la coutume ou du droit écrit.
Cette loi porte Code domanial et foncier.

This Act defines State lands as: (a) the lands of river beds and marine waters; (b) underwater shelves; (c) any kind of island; (d) land reserved for strategic purposes; (e) private and public road lands; (f) airports (art. 1).
Regulations to make provision for the granting of state lands or the granting of leases of state lands and for the use of such lands. The 46 regulations are divided into 9 Parts: Preliminary; Application for grant of state land for residential purpose (I); Application for grant of state land for non-residential purpose (II); Application for lease by deemed lessee (III); Covenants in all leases (IV); Additional covenants in specific leases (V); Contents of a lease (VI); Premium (VII); Miscellaneous (VIII). Grants of state lands shall be in planned areas only (reg. 3).
