The District Council may declare any area a prohibited or preserved (area). All areas listed in the First Schedule are hereby declared preserved areas (by-law 3). No person shall cultivate, cut any grass, or graze animals in any preserved area (by-law 4). The Council shall, after consultation with the Agricultural Officer, prescribe the type of agricultural or animal husbandry, the type of crops that may be planted and the steps taken to prevent soil erosion and to conserve water in a prescribed area (by-law 5).

No person shall set up residence in any part of a Conservation Area without the permission of the Board or the Conservator or settle, cultivate graze in restricted areas, clear land, vegetation, cut trees, set traps or nets, etc. The Conservator is granted powers of inspection such as entry upon land.

There is hereby established a Ngorongoro Pastoral Council. The Council shall carry out the functions as provided for by its act of constitution as set out in the Schedule. The Council shall, for purposes of development in the Ngorongoro Conservation Area, have the power to develop and plan for implementation of any project and to submit such proposal to the Ngorongoro Conservation Area Authority.

On a planet where the mark of human activity is almost ubiquitous, restoration is by necessity a concept that has to take into account human well-being and ongoing change. In addition, in order to succeed in the long term, forest and landscape restoration initiatives will need to successfully engage a range of stakeholders, from policy-makers to local communities and from governments to private actors.

They also provide for non-consumptive and consumptive utilisation of resources of wildlife management areas, the resolution of disputes and management of conflicts in such areas and define offences.Any village intending to designate an area as a Wildlife Management Area shall first establish a Community Based Organization in the manner prescribed under the Trustees’ Incorporation Act.
