This Act lays down basic provisions on land tenure, both urban and rural. land can be owned only by Lithuanian citizens, or by the State (art. 3). Private ownership of land conveys certain standard rights and privileges, amounting to the free and unimpeded enjoyment and disposition of the owner's property (art. 7). Usufructury rights accrue to the leaseholders of private and State-owned land (art. 8).
This Law regulates the design of land reclamation facilities, their use and protection, the financing and implementation of land reclamation works, legal relationships with respect to land reclamation.The 15 articles of this Act are divided into 4 Chapters, i.e.
The purpose of the supervision by the officers authorized by the Ministry of Agriculture of land reclamation works is to guarantee the enforcement of provisions of laws which apply to the preparation and carrying out of land reclamation works. This Regulation makes provision for expert examination with regards to the feasibility and viability of proposed land reclamation projects. Such examination is made for all land reclamation and hydrotechnic works irrespective the source of financing (art. 2). Expert examination shall be carried out by an institution authorized by the Ministry of Agriculture (art. 3). The outcome of the examination may cause modification of a land reclamation project (art. 6). (8 articles)

These Regulations implement the Law on Land Reclamation. They make provision for the use of state-owned land reclamation facilities by private owners of land whose land is marked with border signs and by legal and natural persons who have an agreement for the lease of state-owned land for more than three years. Agreements for use are made between District Municipalities, who may be represented by the State Land Reclamation Service, and the private landowner or the lessee of state-owned land. (8 articles)

This Law, divided into 5 Chapters, provides for the privatization of rural lands in Lithuania and aims at regulating landownership relations and land reform procedure. Chapter 1 contains general provisions. Chapter 2 ("Acquisition of land as private property) reaffirms the right to private landownership and determines the conditions of sale, size ceilings, priority categories of buyers as well as the restrictions on the resale of private agricultural and forest lands.
This Law regulates the privatization of agricultural cooperatives and collective farms.
This Law defines the concept of concession, objects of concessions and spheres of business activity for which concessions may be granted, the procedure for granting concessions, the rights and duties of government institutions of the Republic of Lithuania and those of enterprises of the Republic of Lithuania and foreign countries which operate on the basis of concession contracts. Concession is defined as the right to use the existing state-owned or municipal property or property that is to be created, which is granted under contract for the performance of certain business activity.
This Law makes provision for the legal registration of land, buildings, structures and other real property ,the status of the Real Property Register of the Republic of, the establishment of this register, its record-keeping, reorganization and liquidation, the rights, duties and liability of the institutions managing the Real Property Register. Keeping of the Real Property Register shall be the responsibility of county governors. The Real Property Register shall be kept by district and municipal subdivisions of county governor administration.
In implementing the provisions of Article 47, paragraph 2, of the Constitution, this Law establishes the subjects which may be permitted to acquire into ownership non-agricultural land plots for conducting in Lithuania activities provided for in this Law; conditions, procedure and restrictions in compliance with which the subjects established by this Law may acquire into ownership a plot of land; grounds for determining the size of the land plot being acquired into ownership.
