    La présente loi adopte le Schéma Directeur d'Aménagement et d'Urbanisme (USDAU) de l'agglomération de Djibouti. Le Schéma Directeur d'Aménagement et d'Urbanisme de Djibouti s'applique dans le périmètre délimité tel que figuré dans les plans joints dans le document et s'étend dans ses limites Sud, sur certaines zones de la Région d'Arta. Les coordonnées géographiques du SDAU sont déclinées dans le tableau en annexe.

    This Regional Law sets forth a series of arrangements for state support of smallholders (family subsistence farming) with a view of increase of employment and improvement of economic conditions of rural population, promotion of regional food market, and delimits plenary powers of state bodies in the aforesaid sphere. Agricultural commodities produced by smallholders shall be their property, and vending of cash crops shall not be considered entrepreneurial activity. Either urban land or agricultural land in rural areas can be used for family subsistence farming.

    Article 8 shall be amended to add the following wording: “Urban land destined for urban and peri-urban agriculture without constructions thereon and allotted to agricultural organization or peasant farm on condition of permanent (open-ended) land tenure or hereditary life-long possession shall be purchased in ownership by the aforesaid categories of natural and legal persons at the cost of 15 percent of cadastre value of the plot of land at the date of submittal of the application”.
