This Act provides generally for registration of rights in land and land tenure in Belize. “Land” includes land covered with water, all things growing on land and buildings and other things permanently affixed to land. Except as otherwise provided in this Act, but subject to section 38 of National Lands Act, no law, practice or procedure relating to land shall apply to land registered under this Act so far as it is inconsistent with this Act.

It places at the fore sustainable development, reflecting a whole-system approach, and acknowledging increasing prosperity, eradicating poverty, improving social cohesion, caring for our natural resources, and securing peace and justice for all Belizeans as inter-connected goals.
This Act amends the Land Utilization Act in section 2 in the definition of "Minister" and by insderting a definition of "Authority" (i.e. he Land Subdivision and Utilization Authority established under section 9). Section 9 is repealed and replaced. That section provides for membership of the Land Subdivision and Utilization Authority. Section 8, concerning evidence, for purposes of land registration, that a subdivision had been approved by the Minister is also amended.

This Act amends the Land Tax Act by inserting a new section 22A, which allows the Minister to delegate certain functions. The Minister may, by Order published in the Gazette, delegate to any Minister of State appointed to assist him, the exercise or performance of all or any of the powers or functions conferred upon the Minister under the provisions of this Act specified in this Act (The specified provisions are sections 3, 12, 21, 23A, 23B and 39).

This National Plan of Action, based on the Global Program of Action to protect the marine environment from land-based activities, is developed through a collaborative and participatory approach between government agencies, local institutions and private sector in partnership with the U.S. National Oceanic and Atmospheric Administration (NOAA)-GPA Program Office. It sets out in detail the hydrological conditions of Belize, institutional and legal framework, biodiversity and other elements of importance to implementation of the NPA.
The principal Act is amended by repealing and replacing section 3. This section allows the Minister to delegate to either any Minister of State appointed to assist the Minister, or to the Commissioner or any other senior officer of the Ministry responsible for Lands, his or her authority to carry out any of the functions under the provisions of this Act, other than sections 5(2) (Appointment of an advisory Committee), 23 (rules and regulations with respect to reserves created under section 6 of the principal Act), and 44 (Regulations to give effect to sections 41 to 46).
This Act amends the Registered Land Act by inserting a new section 3A, which allows the Minister to delegate certain functions. The Minister may, by Order published in the Gazette, delegate to any Minister of State appointed to assist him, the exercise or performance of all or any of the powers or functions conferred upon the Minister under the provisions of this Act specified in this Act (The specified provisions are those conferred functions on the Minister (other than sections 4, 110(5) (a) and (b) and 156).

Belize's National Environmental Action Plan 2015-2020 is a cross-sectoral plan with a mission to ensure that Belize's development is sound through effective environmental management for present and future generations.
The principal Act is amended by adding sections 43 to 58 so as to provide for enforcement notices that the Commissioner of Lands and Surveys may serve on any person that the Commissioner or any person to which section 3 applies is, is of the opinion that any person is contravening the terms and conditions of any grant, lease or licence or is wilfully failing to comply with any frontage lines as provided for in section 24 or any high water mark boundary as provided in section 28, or is otherwise contravening any other provisions of the principal Act or any Regulations made thereunder.
