The purpose of this Act is to contribute to the efficient management of national land, safe marine transportation, and the protection of ownership of citizens, by prescribing matters concerning the standards and procedures for surveying and waterway survey as well as the preparation, management of cadastral records and comprehensive real estate records.

This Law, consisting of 183 articles divided into 13 Chapter, prescribes rural and urban house ownership, development, management and use; house transactions; and state management of housing in Vietnam. The Act, consisting of 25 sections, makes provisions to stipulate restrictions on the alienation of lands in Sri Lanka to foreigners, foreign companies and certain institutions with foreign shareholding; to specify the circumstances where the exemptions are granted; to impose a Land Lease Tax for leasing lands to foreigners, foreign companies and certain institutions with foreign shareholding; for the granting of concessions to certain Development Projects.
