This report sets forth details of a financial recovery plan designed to help Vietnam Electricity (EVN), and the Vietnamese power sector more generally, to address a series of complex and interconnected challenges over the next 3 to 10 years. These challenges are operational and institutional as well as financial, and will lead to fundamental changes over time in the way that EVN and the overall power sector operate.

Local communities and state forest actors, such as Protection Forest Management Boards (PFMBs), State Forest Companies (SFCs), play equally important roles in forest resource management. Yet local communities have limited legal rights. This is one reason that leads to a lack of forest ownership for local communities. In order to support local communities to effectively engage in sustainable forest management and livelihood development, a fuller set of rights should be legally given to them.

This paper assesses past trends in agricultural land and labour productivity, as a test whether it is feasible to meet the SDG target 2.3, namely doubling productivity and incomes of smallholders within a 15-year time span, if history were to serve as a guide. The target implies agricultural productivity would need to increase by 4.6% per year on average during 2015-2030. Available country-level data on land productivity (1961-2012) and labour productivity (1980-2012) for 140 countries shows that past trends fall well short of the desired pace of productivity growth.
