Despite global gender equality gains in
education, life expectancy, and labor force participation,
two areas of persistent inequality remain: asset gaps and
women's agency. In many developing countries, including
Papua New Guinea (PNG), land and natural resources are
citizens' key assets. This briefing note, centered on
field research in north fly district explores the process of
negotiation and the progress in implementation of the

This history illustrates a number of
themes encountered in Swaziland that faces developing
countries and their external partners in Africa and beyond.
Firstly, the history relates the experience of a small and
comparatively insular country in addressing complex
challenges deriving from rapid urbanization and, as a
result, the growing need to adapt governance systems and
structures. A second key issue is the challenge that small

In Africa, farmers have been reluctant
to take up new varieties of staple crops developed to boost
smallholder yields and rural incomes. Low fertilizer use is
often mentioned as a proximate cause, but some believe the
problem originates with incomplete input markets. As a
remedy, African governments have introduced technology
adoption programs with fertilizer subsidies as a core
component. Still, the links between market performance and

This paper presents a new type of land
market analysis relevant to cities with plural tenure
systems as in West Africa. The methodology hinges on a
systemic analysis of land delivery channels, which helps to
show how land is initially made available for circulation,
how tenure can be formalized incrementally, and the
different means whereby households can access land. The
analysis is applied to the area of Bamako in Mali, where

This report seeks to identify changes in
human development outcomes in a period of deepening
decentralization and to suggest how the country's
decentralized governance structure will be improved to
increase access to, as well as the quality of, relevant
services. The report states decentralized governance
structure helped facilitate improvements in service delivery
and human development outcomes. The report argues that while

Cities are vulnerable to many types of
shocks and stresses, including natural hazards like storms
and sea level rise, but also man-made ones like economic
transformation and rapid urbanization. These shocks and
stresses have the potential to bring cities to a halt and
reverse years of socio-economic development gains. Cities
that are to grow and thrive in the future must take steps to
address these shocks and stresses. Simply put, a resilient

Paul Wolfowitz, President of the World Bank, congratulated the editorial team of National Geographic for the special issue on Africa. National Geographic has played a unique role in broadening the knowledge of the world. The World Bank partnered with National Geographic to produce a full-color wall map to raise awareness of the millennium development goals (MDGs) and to highlight each country's progress. We often hear about an Africa that is ravaged by poverty, disease and conflict. There is another face to Africa, one of hope, ambition, energy, intelligence and achievement.

Africa's growing demand for food has been met increasingly by imports from the global market. This, coupled with rising global food prices, brings ever-mounting food import bills. In addition, population growth and changing demand patterns will double demands over the next 10 years. Two key issues must be addressed: (a) establishing a consistent and stable policy environment for regional trade in fertilizers; and (b) investing in institutions that reduce the transaction costs of coordination failures.

    This strategy for making development
Climate-Resilient in Sub-Saharan Africa is the World
Bank's operational response to climate variability and
change on the continent. Grounded in a climate risk review
of the Africa Region's sustainable development
portfolio, it adds the climate change dimension to the
Region's development strategy and business plan, the
Africa Action Plan (AAP, 2009-2012), and will be an integral

    In Sub-Saharan Africa, rainfall is
highly variable and, in many places, plainly in sufficient.
Although irrigation has the potential to boost agricultural
yields by at least 50 percent, food production in the region
is almost entirely rain-fed. The irrigated area, extending
over 6 million hectares, makes up just 5 percent of the
total cultivated area, compared to 37 percent in Asia and 14
percent in Latin America. Two-thirds of that area is in
