    Tanzania and Mozambique — countries of vast mountain ranges and open stretches of plateaus — now face a growing land problem. As soil degradation, climate change and population growth place enormous strains on the natural resources that sustain millions of people, multinational companies are also gunning for large swaths of land across both countries. Caught between these pressures, many poor, rural communities get displaced or decide to sell their collectively held land.

    Asks what is customary tenure and what do we know about tenure systems and their consequences in Northern Uganda. Examines trends in land transactions and who is selling and buying land, certificates and titles for investment, and who owns customary land. Looks at protection from land alienation, the rights of women and children, the evolution of customary tenure and continuing changes in customary law. Concludes with policy recommendations and a plea for recognition that land is increasingly a cause of conflict and impoverishment.

    The security of women’s entitlement to land and land-based resources in the East Africa region has been compromised by a combination of unfavourable laws and government policies, socio-economic change toward greater commoditization of and competition for land and land-based resources, and exclusionary practices defended as ‘customary’. Law, policy, and practice have excluded women in land ownership and control and made their access tenuous.

    Paul Wolfowitz, President of the World Bank, congratulated the editorial team of National Geographic for the special issue on Africa. National Geographic has played a unique role in broadening the knowledge of the world. The World Bank partnered with National Geographic to produce a full-color wall map to raise awareness of the millennium development goals (MDGs) and to highlight each country's progress. We often hear about an Africa that is ravaged by poverty, disease and conflict. There is another face to Africa, one of hope, ambition, energy, intelligence and achievement.

    Women do 70 per cent of the agricultural work in Senegal, but according to the Food and Agriculture Organization of the United Nations (FAO), own only two percent of the land that may be cultivated. Although property laws in countries such as Senegal, Tunisia and Burkina Faso recognise women' s and men's equal rights, and Islam gives women the right to inherit half what men inherit, in practice men retain land ownership. Women are dependent on fathers or husbands for land.

    The Cadastral system in Kenya was established in 1903 to support land alienation for the white settlers who had come into the country in the early part of the 20th Century. In the last hundred years, the system has remained more or less the same, where land records are kept in paper format and majority of operations are carried out on a manual basis. The lack of a modern cadastral system has contributed to problems in land administration in the country.
