This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation. This Proclamation of the Benishangul Gumz Regional State shall apply to any rural land found in the region. It mainly is concerned with land rights land use and administration of rural lands. Land is declared the common property of the state and people and it shall not be subjected to sale or other means of exchange. Any peasant who legally resides in the region shall have the right to hold land irrespective of gender or any other discrimination. For each Reserve a Reserve Settlement Commissioner shall be appointed. Restrictions are placed on acquisition of rights during an interim period between publication and an Order constituting a Reserve under section 17. The Settlement Commission shall be considered a Court. The Commissioner may exclude land from a Reserve. Section 13 concerns compensation and section 14 concerns extinction of rights.

This Act grants powers to the Minister to constitute Forest Reserves and lays down rules relative to acts in or in relation with such reserve. The Minister may constitute a Forest Reserve by Order published in the Official Gazette and may also direct, in the same manner, the cessation of a Reserve. Provisions of the State Lands and River Reserves Act notwithstanding, the President or the government may not sell, lease or mortgage land in Forest Reserves. Cutting down of trees or lighting of fires without a written permission of the Chief Agricultural Officer is prohibited.
