   This Law establishes basic principles of organization of local self-government at the level of administrative and territorial units, delimits jurisdictional competence thereof and ensure the right of local communities to self-government. Local self-government shall be based upon the following principles: (a) delimitation of functions and plenary powers; (b) transparency and accountability; (c) legality and social justice; (d) self-financing; (e) public participation; and (f) constant monitoring of local legislative acts.

   This Law sets forth legal grounds for regulation of turnover of explosives on the national territory with a view of utilization of explosive energy for peaceful purposes. It shall not be applicable to military explosives. This Law covers manufacturing, testing, transport, storage, labelling, packaging, registration uses, trade and disposal of explosives for industrial use. All the aforesaid activities shall be subject to mandatory licensing and shall be performed exclusively by legal persons.

   This Law establishes that land plot ownership right shall be attested by privatization documents in case of absence of such in accordance with cadastre plan elaborated by state land survey service. Privatization documents and cadastre plan shall be the grounds for registration of ownership right to the plot of land.

   Article 7 shall be amended to add the following wording: “Agricultural land out of Public fund of agricultural land as a general rule shall be allotted on lease for the periof of five years except for land plots allotted for the period of 20 years for seed growing, pedigree stockbreeding, experimental farming, scientific research, experimental selection and plant variety testing and to agricultural cooperatives”.

   The scope of this Law shall be to ensure better living conditions of the population in border areas. Priority activity of state bodies and local self-government in border areas with special status shall be: (a) land reclamation; (b) conservation and rational management of natural resources; and (c) prevention of natural disasters and mitigation of the consequences thereof.

   This Law establishes legal basis, terms and conditions of transfer of land from one category to another. Transfer of land shall be state (public) function and shall be performed in accordance with purposeful use of land in case of modification of main purposeful use. Category and type of land area shall be specified in: (a) acts of local self-government related to allocation or concession of land; (b) in land-related contracts; (c) in land cadastre documentation; and (d) in land certificates.
