A method of consensus building for management of wetlands and fisheries using a systematic approach to participatory planning and initially developed in Bangladesh is now being applied in both Bangladesh and the Mekong delta. The method recognizes diversity in livelihoods and works through a structured learning and planning process that focuses on common interests. It works with each category of stakeholder separately to prioritize the natural resource problems that their livelihoods are largely dependent on, they then share and agree common priorities in plenary.

The aim of this study is to analyse modes of access to land and agreements regulating the exchange of plots between families and between villages. It is based on a quantitative survey of 95 smallholders and over 300 plots (49 of which are cultivated by women), as well as qualitative analysis using transcriptions of interviews with groups of dignitaries, men and women. The main means of access to land identified are via inheritance and gifts, which together accounted for access to 80% to 90% of the plots surveyed.

This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable access to resources is achieved.
