This paper describes the development of a Land Information Management System (LIMS) for County Governments in Kenya. In the new Constitution 2010, devolution of some national government functions and formation of county governments was provided for. These invoked the development of new land laws to guide the devolution processes and procedures. According to the County Government Act 2012, all County Governments are supposed to develop digital Geographic Information System (GIS) based spatial plans and these calls for development of LIMS for and efficient breakthrough.

Informal settlements represent a challenging operational context for local government service providers due to precarious contextual conditions. Location choice and land procurement for public infrastructure raise the complicated question: who has the right to occupy, control, and use a piece of land in informal settlements? There is currently a dearth of intelligence on how to identify well-located land for public infrastructure, spatially and with careful consideration for safeguarding the claimed rights and preventing conflicts.

Land adjudication constitute a series of sequential steps that if followed carefully and correctly, can lead to a sufficient determination of the varied interests in land including whether, and where they overlap, complement, conflict or compete with each other. The rise of urban populations has rendered cities in both developed and developing countries vulnerable to poor health and diseases that are associated with urban living conditions and environments. Therefore, there is a growing consensus that while personal factors are critical in determining health, the urban environment exacerbates or mitigates health outcomes, and as such the solution for improving health outcomes in urban settings can be found in addressing socio-environmental factors that shape urban environments.

The purpose of the research is to: 1) investigate the interpretation of the sections in the Lands Act of 1995 that provide for the statutory recognition on one hand, and conversion of customary land, on the other; and 2) discuss the effects of the said sections on customary landholders. Methodologically, qualitative methods (largely in-depth interviews) were used to conclude that governments in sub-Sahara Africa are the architects of tenure insecurity because they (knowingly or otherwise) enact laws that are contradictory or conflicting in nature.
