     It is well recognized that secure land and property rights for all are essential to reducing poverty because they underpin economic development and social inclusion. Secure land tenure and property rights enable people in urban and rural areas to invest in improved homes and livelihoods. Although many countries have completely restructured their legal and regulatory framework related to land and they have tried to harmonize modern statutory law with customary ones, millions of people around the world still have insecure land tenure and property rights.

    This publication is a lobby material to advocate the passage of the National Land Use Act. It shows the adverse effects of the lack of land use planning in coastal communities especially in the advent of  a natural disaster. This publication features the Typhoon Haiyan-affected coastal communities in the Visayas Region of the Philippines as examples. It also recommends how this dismal situation could be lessened in the future.

    The Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), was developed under the Committee on World Food Security as a result of collaboration among different groups of stakeholders – governments, civil society, private sector, academia. The VGGT is intended to provide a framework for responsible tenure governance that supports food security, poverty alleviation, sustainable resource use and environmental protection.

The German Society for International Cooperation (GIZ) has presently implemented the Global Programme on Responsible Land Policy in 6 countries: Peru, Laos, Benin, Madagascar, Ethiopia and Uganda.

    This brochure presents the approach and core activities of GIZ Global Program on Responsible Land Policy (GPRLP). In each country, a context specific approach in line with the global GPRLP concept aims at improving the access to land as a core condition for combating poverty and hunger in rural areas for specific population groups, particularly women and socially marginalised groups.

    Mailo is a unique tenure system in central Uganda. It is divided into three parts: Kabaka’s Mailo, Official Mailo and Private Mailo. Private Mailo belongs to an individual, so-called landowner and it can be sold, subdivided or transmitted. Conflicts on private Mailo can occur between landowners & tenants, tenants & tenants, and landowners & landowners. A key challenge is that there is a lack of knowledge and transparency on land rights on both sides.
