    This paper employs an historical analysis to consider some of the consequences of conflicting resource use and political friction on resource exploitation within and outside Turkana District during this century. Given this historical context, development alternatives tested to ameliorate food insecurity are reviewed.The article proposes that the stage for political conflicts, environmental degradation and food insecurity within the region was set decades ago.

    This article discusses the history of land reform in Namibia. The article indicates that at the time of writing (September 1991), it is still too early to comment on the implementation of land reform in Namibia, as it has not yet begun in earnest. Land policy has yet to be detailed and ratified, the institutions for implementing land reform and settlement programmes have to be appointed and in some cases created de novo, and large sums of money have to be found.

    Extensive grazing is the predominant form of land use on at least a quarter of the world’s land surface, in which livestock are raised on food that comes mainly from rangelands. Extensive grazing differs from crop or forestry production, in which the produce remains in situ whilst growing. Evaluation for extensive grazing, unlike that for cropping or forestry, must take into account the production of both grazing forage, termed primary production, and the livestock that feed on this forage, termed secondary production.

    This paper examines the evolution and the nature of the current forms of land tenure in Masindi District and the extent to which these forms impair or facilitate positive socio-economic changes. Such an examination is vital in light of the fact that there exists no convincing empirically grounded studies on the impact of the official land policies on the relationships between forms of land tenure, social structure and agricultural production.

    This article explores the nature of property rights systems, their evolution, and their effect on resource allocation. It is argued that certain institutional arrangements for land rights have evolved in order to reduce uncertainty and increase efficiency in credit as well as in land markets. Of particular relevance to developing countries, the article emphasizes the contribution of public sector infrastructure to effective land rights systems.

    The Law prescribes the procedures for performance of the land reform in the cities of the Republic of Latvia. The objective of the land reform is to reorganise the legal, social and economic relationships of a land property and the use of land in cities during the gradual denationalisation, conversion, privatisation of State property and unlawfully alienated land properties in order to promote formation of city building corresponding to the interests of society, protection and rational utilisation of land.

    The present Law lays down provisions relating to the managEent of land registers in the Land of Mecklenburg-Vorpommern. Article 1 establishes that land registries have to be kept by the tribunals of first instance and that the relevant Land Registry Ordinance is to be applied. This Decree validates the forms of Certificate of landownership, Contract of tenancy for agricultural land, Contract of temporal leasehold of agricultural land. The forms of these documents are supplied in Annexes.
