    The Kenya Land Alliance takes this opportunity to congratulate the Commission of Inquiry into the Land Law Systems of Kenya (‘Njonjo Commission’) for completing their task, which has painstakingly taken them three years. The KLA fraternity was pleased to hear the president’s remarks that the Njonjo report was a blueprint that would guide the future government in handling the delicate land issues efficiently and justly. Equally delighting was the Mr. Njonjo’s remark that wherever they went the wananchi expressed appreciation of their appointment to look into the land question.

    The Gujarat state government has followed a strategy focussed on industrialisation and urbanisation with an open door policy ever since its inception in 1960. Economic reform measures at the centre with an explicit emphasis on trade and industry considerably benefited Gujarat, making its economic performance outstanding. During the process of economic policy reforms and liberalisation in the 1990s, the constraints and regulation on economic activities by the centre in different segments of the economy got relaxed.

    Land markets have received a considerable amount of attention in economic literature. Since the treatment of the topic covers various approaches, areas, and questions, it seems desirable to attempt an overview of the results. This paper devises a way in which to present a complete picture of the land market by drawing together the various contributions. The first step is to establish a method by which a market in its entirety can be defined. It is suggested that the application of Oliver Williamson's "Four levels of social analysis" is an appropriate approach to be used in this endeavour.

    Recent debates about governance, poverty and environmental sustainability have emphasized a ‘‘rights-based’’ approach, in which equitable development is strongly associated with individual and communal rights. This paper reviews this approach and explores its practical application to Thailand’s ‘‘Community Forestry Bill,’’ which seeks to establish communal rights of access and conservation in forest reserve areas.

How can land administration processes be automated through the introduction of information technology (IT) and Geographic Information Systems (GIS)? What institutional changes must be put in place?

    The analysis of land investment and tenure security usually assumes land scarcity. However, some developing countries have communities with land abundance. This article therefore examines the effects of land abundance for investment and tenure security. The author finds that in contrast to the literature, area farmed is a determinant of investment and tenure security. However, no link exists between investment and tenure security.

    Details the development of contemporary land rights policy and poverty alleviation planning in Mozambique, lessons learned from recent experiences of land reform in Zambezia Province, challenges and strategic options for future support for land reform. Argues that the land reform programme has now reached a critical stage with senior officials believing that measures in the 1997 Land Law designed to protect community tenure are obstacles to investment, and growing support for unfettered privatisation of land rights which would mainly benefit speculators.

It was formed in 1999 by members of civil society to propose reforms both to the Commission on the Review of Land Laws, appointed by the President, and the Constitution of Kenya Review Commission, appointed by Parliament. Over the last two years, the KLA has coordinated a programme of research on land issues in Kenya by member organisations
