The purpose of the present Act is to establish a public intervention scheme for the rational exploitation of environmental resources. The scope of this plan is remediation and restoration of polluted sites involving marine areas, lakes and rivers. The Ministry of Health shall start the plan, together with the Regions, in national interest sites and in industrial areas (art. 1). Incentives and financial contribution shall be given to industries and industry consortia interested in the research and development of new rehabilitation technologies.

These Regulations make provision for the control of activities on public beaches in the sense of the Beach Control Act. The holding of a public gathering on a beach shall be subject to authorization by the Beach Control Authority. Other rules concern swimming and use of boats in the sea adjacent to a public beach, disturbing or damaging of flora and fauna on beaches, pollution, erecting of structures, etc.

The “floor of the sea” means the soil and subsoil of the sea off the coast of Dominica between the low-water mark and so far out to sea as is deemed by law to be within the territorial sea. Use of the foreshore and the floor of the sea requires a licence. Exempted from such obligation are agriculture, rights of fishermen in or over any beach or adjoining land before the Act came into operation and other rights specified in section 10.

This Act provides for coastal zone management in Jamaica and declares all rights in and over the foreshore of Jamaica and the floor of the sea to be vested in the Crown (sect. 3). An Authorized Area is an area outside the coastal zone that has been designated by the Secretary of the Department of Public Works in concurrence with the Coastal Resources Management Office and the Division of Public Lands as a sand mining area.

This Act provides for measures against erosion and encroachment of the coast of Great Britain by the sea. Part I of this Act provides for the protection of the coast. In sections 1 to 3 it provides for the administration relative to coast protection. It appoints the council of each maritime county, borough or county district as coast protection authority for its territory. Section 2 concerns the constitution of coast protection boards for areas to be specified by the Minister. Section 3 provides for joint committees of coast protection authorities.

“The Langebaan lagoon is the only non-estuarine tidal lagoon in South Africa. It is situated on the West Coast, approximately 100 kilometres north of Cape Town. The mouth of the lagoon, on its northern side, is entered via Saldanha Bay1. The lagoon is a highly legislated area. It was proclaimed a marine reserve in 1973 in terms of the Sea Fisheries Act2 and in 1985 it was proclaimed part of the Langebaan National Park, whose name was later changed to the West Coast National Park.
