   The present Act introduces some substantial amendments to the Act of 25 November 1981 on Soil improvement. In particular, the Act rewords article 1 concerning the definition of “soil improvements” being measures intended to maintain, restore the productivity of the soil, or facilite its cultivation. Furthermore, the Act amends, inter alia, Part III on Soil improvements, in particular, article 30 on Purpose; article 31 on Allocation principles; article 39 on Acquisition of property.

   The present Act introduces some amendments to the Building Act of 11 December 2008. In particular, the Act amends article 66 dealing with innovative snow makers and snow making facilities. The article establishes that snowmaking may only be carried out on frozen ground and operation of the system must not result in excessive or negligible interference with neighbors. Chemical and biological additives are prohibited. The operation of the snowmaking system must not interfere with the ecology and water balance, especially with regard to water supply.

   The present Act introduces some amendments to the Building Act of 11 December 2008. In particular, the Act amends article 51 establishing that provided that the safety and exposure are ensured and the adjacent stocking is not impaired by the structural measures, the building authority can grant a forest distance reduced to 7.00 m. Article 66, paragraph is repealed.

   According to article 91a, paragraph 1, of the German Constitution (Grundgesetz) measures on the improvement of production methods, working conditions, management and in general in the agricultural, fishery, forestry and water sector shall be taken with the agreement of regional governments. For this purpose a common frame work is devised and every year within the 1 March the Länder submit a general working plan to the Federal Minister for Nutrition, Agriculture and Forestry for approvement within the said frame work. The Act consists of 14 articles.
